1. (a) “Local farm or food products” includes Arkansas agricultural products that have met the requirements of the Arkansas Grown Branding Program administered through the Department of Agriculture.

   1. (1) “Packaged and processed” means bottled, canned, cartoned, securely bagged, or securely wrapped, whether packaged in a food service establishment or a food processing plant.
   2. (2) “Packaged and processed” does not include a wrapper, carry-out box, or other nondurable container used to containerize food with the purpose of facilitating food protection during service and receipt of the food by the consumer or recipient.
3. (c) “On campus cafeteria” does not include a franchise as defined by Arkansas Code § 4-72-202.
