1. (a) Before commodities and services may be procured from work centers, the work center will be required to maintain evidence of certification from:

   1. (1) The United States Department of Labor as a sheltered workshop and a license from the Division of Developmental Disabilities Services; or
   2. (2) Arkansas Rehabilitation Services.
2. (b) Before commodities or services may be procured from a work center for the blind, such work center will be required to maintain evidence of certification from the Division of State Services for the Blind.
