1. (a) For the purposes of the Work Center-Made Products Program, the fair market price of commodities offered in a competitive environment shall be at least twenty percent (20%) more than the cost of materials.
2. (b) In the case of services, those services must be performed by disabled individuals directly under the control of work center representatives.
