1. (a) For the purposes of this section, “the director” shall refer to the State Procurement Director.

2. (b)

   1. (1) All state agencies shall submit a written request to the director specifying all needed requirements for a lease of a vehicle.
   2. (2) The Office of State Procurement will issue the solicitation based upon the criteria set forth by the agency to determine the lowest responsible and responsive bidder.
   3. (3) The office will award the contract for the lease after review by the Legislative Council, or Joint Budget Committee when the General Assembly is in session.
