(a)

1. (1) Third parties may initiate rulemaking to adopt, amend, or repeal a rule by filing a petition with the Board of Electrical Examiners of the State of Arkansas to initiate rulemaking.

2. (2) The petition must contain:

   1. (A) The name, address, and telephone number of the petitioner;
   2. (B) The specific rule or action requested;
   3. (C) The reasons for the rule or action requested; and
   4. (D) Facts showing that the petitioner is regulated by the board or has a substantial interest in the rule or action requested.

(c)

1. (1) Within thirty (30) days after submission of the petition, the board will either deny the petition, stating its reasons in writing or will initiate rulemaking.
2. (2) A special meeting of the board may be called.
