(b) The statements shall be:

1. (1) In accordance with generally accepted accounting principles; and
2. (2) Issued by a certified public accountant who shall perform an independent review or audit in accordance with the applicable standards of the Financial Accounting Standards Board of the American Institute of Certified Public Accountants.
