For purposes of the Arkansas Physical Therapy Act, Arkansas Code § 17-93-101 et seq., and this part, the following terms shall mean:

1. (1) “FSBPT” means the Federation of State Boards of Physical Therapy;

2. (2)

   1. (A) “Mobilization” means a passive movement accomplished within the normal range of motion of the joint.
   2. (B) It is a manual therapy technique comprising a continuum of skilled passive movements to the joints and/or related soft tissues that are applied at varying speeds and amplitudes, including a small-amplitude/high-velocity therapeutic movement;
3. (3) “Readily available for consultation” means the ability to be reached in person or by telecommunications within thirty (30) minutes; and
4. (4) “Spinal manipulation and adjustment” means movement of the spinal joints beyond the normal range of motion.
