(a) Qualifications:

1. (1) Currently be licensed as a certified nurse practitioner or clinical nurse specialist in Arkansas;
2. (2) Have no encumbrance on any nursing license in any jurisdiction;

3. (3) Completed a minimum of six thousand two hundred forty (6,240) hours of practice:

   1. (A) Under a board-required agreement with a physician; or
   2. (B) In another state, territory, or foreign country that authorizes a certified nurse practitioner or a clinical nurse specialist to practice with prescriptive authority if the certified nurse practitioner or clinical nurse specialist provides proof of licensure in good standing; and
4. (4) Holds an active prescriptive authority certificate.

(b) Scope of practice:

1. (1) Receive and prescribe drugs, medications, or therapeutic devices appropriate for area or areas of approved population foci; and
2. (2) Prescribe legend drugs and controlled substances shall follow the provisions in 17 CAR § 123-604.

(c) An applicant for initial full independent practice authority shall submit:

1. (1) An application and applicable fees;

2. (2) An affidavit of successful completion of six thousand two hundred forty (6,240) hours of practice:

   1. (A) Under a board-required agreement with a physician; or
   2. (B) Prescribing in a full practice authority state; and
3. (3) Any other relevant information requested by the Arkansas State Board of Nursing or Full Independent Practice Credentialing Committee.

(d)

1. (1) Certificates of full independent practice authority shall be renewed every three (3) years.

2. (2) The applicant shall submit:

   1. (A) An application and applicable fees; and
   2. (B) Any other relevant information requested by the board or committee.

(e) Lapsed full independent practice authority certificate.

1. (1) The certificate of full independent practice authority is lapsed if the licensee’s:

   1. (A) Certificate of prescriptive authority is lapsed; or
   2. (B) Renewal application for full independent practice authority has not been approved.
2. (2) The certified nurse practitioner or clinical nurse specialist may practice under a collaborative practice agreement until the full independent practice certificate is renewed.
