Any action of, or ruling or order made or entered by, the Arkansas Psychology Board declining to issue a certificate, declining to recommend licensure, recommending suspension or revocation of, or other penalty described in Arkansas Code § 17-97-310 that affects a certificate or license shall be subject to review pursuant to the Arkansas Administrative Procedure Act, Arkansas Code § 25-15-201 et seq.
