- (a) Individuals who have gained skills in the area and practice of psychology have a right to free trade within these United States, unless judged incapable of carrying on these practices.
- (b) To that end, the Arkansas Psychology Board utilizes a habilitation and rehabilitation approach to the judicial functions assigned to it by Arkansas Code § 17-97-101 et seq.
