- (a) The Arkansas Psychology Board is charged by law with administering its duties consistent with the act under which it was organized and authorized to regulate the practice of psychology.
(b) Consistent with the Arkansas Administrative Procedure Act, Arkansas Code § 25-15-201 et seq., and in the interest of the public of the State of Arkansas, the following are the major administrative responsibilities of the board:
- (1) Records. Records of the board shall be kept, maintained, and available for inspection according to the Freedom of Information Act of 1967, Arkansas Code § 25-19-101 et seq.;
- (2) Public meetings. All board meetings, except as otherwise specifically provided by law, whether formal or informal, shall be open to the public;
(3) Public notice. The date, time, and place of meetings shall be:
- (A) Furnished to anyone requesting the information; and
- (B) Routinely published;
- (4) Forms. All forms and accompanying instructions shall follow this part;
(5)
- (A) Directory. The board shall provide a directory to the public upon request, which may be published in electronic form, that includes the following:
(i) Names of all licensed individuals in the state;
(ii) Level of licensure, whether psychologist or psychological examiner;
(iii) The text of Arkansas Code § 17-97-101 et seq.;
- (iv) A copy of this part;
- (v) Information on continuing education requirements for licensure; and
- (vi) Other information considered necessary by the board to inform the public about the practice of psychology, or needed by the public to make informed used of psychological services.
- (B) A copy of the Ethical Principles of Psychologists and Code of Conduct of the American Psychological Association adopted by the board as part of this part shall be provided upon request to all individuals who do not have a copy and cannot otherwise obtain a copy of the principles; and
(6) Opinions.
- (A) Informal opinions given by individual board members do not reflect the opinion of the full board.
- (B) Only opinions, decisions, or policies documented in the written minutes of board meetings shall be considered binding actions of the board.
