To ensure that operators of barber colleges have sufficient time to make careful study and examination in selecting their TMI’s, said operators are authorized by the State Board of Barber Examiners upon request to substitute a licensed barber, in good standing with the board, to exercise the duties and functions of a regular TMI until a licensed TMI can be hired.
