Power and duties:
- (1) Administer oaths and affirmations;
- (2) Maintain order;
- (3) Rule on all questions arising during the course of the hearing;
- (4) Hold conferences for the settlement or simplification of the issues;
- (5) Make or recommend decisions; and
- (6) Regulate and guide the general course of proceedings.
