The officials for each event shall:

1. (1) Be licensed in accordance with this part;
2. (2) Have specific training or a fundamental understanding of the rules governing the event which they officiate;
3. (3) Not simultaneously participate in multiple licensed capacities at an event which they officiate except for the positions of referee who may substitute for a judge; and

4. (4)

   1. (A) Not act as or otherwise be a contestant, event coordinator, manager, matchmaker, promoter, or second at, for, or in connection with any event in which they also act as an official.
   2. (B) In order for a promoter or event coordinator or matchmaker to act as a corner, permission must be obtained from the opposing camp.
