The designated employee or employees shall have the following duties, powers, and authority in addition to the other duties, powers, and authority expressed or implied by the State Athletic Commission, this part, and the laws of the State of Arkansas:
(1)
(A) The designated employee or employees shall:
- (i) Be present at all commission meetings; and
- (ii) Record the minutes of such meetings.
- (B) In the absence of the designated employee or employees the chair, or the vice chair in the absence of the chair, shall appoint a commission member to keep the minutes;
- (2) The designated employee or employees are directed and authorized to do all acts and take steps as may be necessary for the operation and enforcement of Arkansas Code § 17-22-101 et seq., this part, and any other rule or directive promulgated by the commission including, without limitation, the appointment, hiring, and licensure of inspectors to assist the designated employee or employees in enforcement of the combative sports law and this part;
(3)
- (A) The designated employee or employees are directed to keep a full and true record of all proceedings of the commission, preserve at its general office all its books, documents, and papers.
- (B) The designated employee or employees shall ensure that at least one (1) commission member always has access to all commission records; and
- (4) The designated employee or employees shall collect moneys on behalf of the commission and is authorized to incur such expenses, and make such expenditures, as may be necessary to carry out and effectuate the designated employee’s or employees’ duties and powers.
