For the purposes of this part, a proper licensed counselor-client or marriage and family therapist-client relationship is deemed to exist in the following situations:

1. (1) When treatment is provided in consultation with, or upon referral by, another provider or treatment team that has an ongoing relationship with the client and that has agreed to supervise the client’s treatment, including follow-up care; and
2. (2) On-call or cross-coverage situations arranged by the client’s treating provider or treatment team.
