(a)

1. (1) Third parties may initiate rulemaking to adopt, amend, or repeal a rule by filing a petition with the Arkansas Board of Dispensing Opticians to initiate rulemaking.

2. (2) The petition must contain:

   1. (A) The name, address, and telephone number of the petitioner;
   2. (B) The specific rule or action requested;
   3. (C) The reasons for the rule or action requested; and
   4. (D) Facts showing that the petitioner is regulated by the board or has a substantial interest in the rule or action requested.

(c)

1. (1) Within thirty (30) days after submission of the petition, the board will either:

   1. (A) Deny the petition, stating its reason in writing; or
   2. (B) Initiate rulemaking.
2. (2) A special meeting will be called if necessary to meet this time frame.
