To qualify for the Restricted Lifetime Master Plumber License, an applicant shall:

1. (1) Have been previously licensed as a master plumber by the Plumbing and Natural Gas Section for not fewer than twelve (12) years;
2. (2) Be at least sixty-five (65) years of age; and
3. (3) Hold either a current or a deferred Master Plumber License.
