As used in this part:

1. (1) “Administrative authority” means the individual official, board, department, or agency established and authorized by the state, county, city, or other political subdivision to administer and enforce the provisions of Acts 1951, No. 200, as adopted or amended;
2. (2) “Department” means the Plumbing and Natural Gas Section of the Department of Health;
3. (3) “Governmental maintenance plumbing phase" means the maintenance and repair of all piping, fixtures, appliances, and appurtenances in connection with the water supply, consumer’s gas piping, and sanitary drainage systems of government housing, state buildings, and educational institutions in the state;
4. (4) “Restricted area” means any specific governmental housing, state buildings, or educational institutions in the state; and
5. (5) “State board” means the State Board of Health.
