This part is prepared for the purpose of establishing standards to:

1. (1) Regulate the vocation of cosmetology and its related occupations, specifically:

   1. (A) Manicuring;
   2. (B) Aesthetics; and
   3. (C) Electrology;
2. (2) Provide for the licensing of persons to carry on and to teach such cosmetology and its related vocations;

3. (3) Regulate the conduct and sanitation of establishments, mobile salons, schools of cosmetology, postsecondary schools of cosmetology, or body art institutions so as to:

   1. (A) Prevent the spreading of communicable diseases; and
   2. (B) Provide penalties for violation thereof; and

4. (4) Protect the health of the citizens of Arkansas by:

   1. (A) Establishing criteria for the application of body art;
   2. (B) Requiring licensing of artists and establishments; and
   3. (C) Requiring inspections of such establishments.
