This part is prepared for the purpose of:

1. (1) Establishing standards to regulate the vocation of massage therapy;
2. (2) Providing for the licensing of persons to carry on and to teach such vocation;
3. (3) Regulating the conduct and sanitation of massage therapy clinics, massage therapy schools, and massage therapy postsecondary schools so as to prevent the spreading of communicable diseases; and
4. (4) Providing penalties for violation thereof.
