These rules:

1. (1) Supplement the Arkansas State Board of Registration for Foresters’ enabling legislation, State Board of Registration for Foresters Act, Arkansas Code § 17-31-101 et seq.; and
2. (2) Govern the conduct of the business of the board and shall be interpreted to establish orderly, equitable, and efficient procedures.
