(a) Accepting fees from agency clients.

1. (1) Counselors refuse a private fee or other remuneration for rendering services to persons who are entitled to such services through the counselor’s employing agency or institution.
2. (2) The policies of a particular agency may make explicit provisions for agency clients to receive counseling services from members of its staff in private practice.
3. (3) In such instances, the clients must be informed of other options open to them should they seek private counseling services.

(b) Referral fees. Counselors do not accept a referral fee from other:

1. (1) Professionals;
2. (2) Agencies; or
3. (3) Institutions.
