Any person whose rights may be affected at any hearing has the right to appear personally and by counsel to:

1. (1) Introduce evidence on their behalf;
2. (2) Cross-examine witnesses;
3. (3) Examine any document or other evidence submitted; and
4. (4) Request the issuance of subpoenas pursuant to 17 CAR § 350-705.
