The hearing officer shall conduct the administrative hearing, and he or she may:

1. (1) Administer oaths;
2. (2) Require testimony; and

3. (3) Issue subpoenas for the:

   1. (A) Attendance of witnesses; and

   2. (B) Production of:

      1. (i) Relevant books, papers, documents; or
      2. (ii) Other relevant evidence.
