(b) In order to receive an upgrade, the company or individual must:

1. (1) Complete any additional training required by the new:

   1. (A) License;
   2. (B) Credential; or
   3. (C) Commission;

2. (2) Successfully complete the examination required by the new:

   1. (A) License;
   2. (B) Credential; or
   3. (C) Commission;
3. (3) Undergo and successfully complete new federal and state background checks;
4. (4) Pay any fees associated with the federal and state background checks; and

5. (5) Pay the difference between the application fee for the initial license, credential, or commission and the application fee for the new:

   1. (A) License;
   2. (B) Credential; or
   3. (C) Commission.
