The training requirements for Phase I must be taught to all PSO, CSO, and CSSO applicants and shall consist of eight (8) hours minimum on the following subjects:

1. (1) Legal authority:

   1. (A) Legal authority of PSOs;
   2. (B) Classification of crimes;
   3. (C) Arrests and detentions by PSOs;

   4. (D) Use of force, including:

      1. (i) Nondeadly force;
      2. (ii) Deadly force;
      3. (iii) Civil penalties; and
      4. (iv) Criminal penalties;

   5. (E) Case studies and discussion:

      1. (i) Common crimes encountered by PSOs;
      2. (ii) Other crimes; and
      3. (iii) Appropriate actions for PSOs;

   6. (F)

      1. (i) Company/site/account-specific legal issues.
      2. (ii) Discussion geared toward the specific legal issues relating to the type of property to which the PSO is assigned (e.g., college, school, university, hotel, bar, etc.); and

   7. (G) The Private Security Agency, Private Investigator, and School Security Licensing and Credentialing Act, Arkansas Code § 17-40-101 et seq., and this part, including:

      1. (i) Purpose of the statute;
      2. (ii) Who is covered by the statute;
      3. (iii) Definitions;

      4. (iv) Minimum qualifications for PSOs, CSOs, and CSSOs, including, but not limited to:

         1. (a) (a) Disqualifying factors;
         2. (b) (b) Fee structure; and
      5. (c) (c) Renewals;
      6. (v) PSO, CSO, and CSSO responsibilities; and

      7. (vi) Key provisions of the statute, including:

         1. (a) (a) Training requirements;
         2. (b) (b) Reporting requirements; and
      8. (c) (c) Penalties for violations; and

2. (2) Field note taking and report writing:

   1. (A) Importance and purpose of reports;
   2. (B) Required equipment and an explanation of importance;
   3. (C) Notebook contents and an explanation of importance;
   4. (D) The six (6) most important questions that must be answered by a report;
   5. (E) A review of basic English grammar and writing skills; and

   6. (F) Practical exercises, such as:

      1. (i) A review of several examples of well-written reports;
      2. (ii) A review of several examples of poorly written reports; and
      3. (iii) Practice of writing one (1) or more reports and critique by the instructor.
