(a)

1. (1) A contractor who owns and operates a water well rig shall follow the Arkansas Natural Resources Commission’s rig permitting requirements.
2. (2) Each rig owned and operated by a contractor shall have a separate permit per permit year.
3. (3) Rig permits are not transferable.

(b) Rig operation.

1. (1) No water well contractor shall operate a rig or permit an employee to operate a rig unless the contractor holds a valid rig permit issued by the commission.
2. (2) The contractor shall firmly and conspicuously attach the permit to the rig for which it was issued.
