As used in this subpart:

1. (1) “Board” means the Crime Victims Reparations Board, hereinafter referred to as the board;

2. (2) “Collateral source” means a source of benefits or advantages for economic loss, including, but not limited to:

   1. (A) The United States Government or any agency thereof, in the form of benefits such as Social Security, Medicare, and Medicaid, or a state or any of its political subdivisions;
   2. (B) Proceeds of a contract of insurance payable to the sexual assault victim; and
   3. (C) A contract providing prepaid hospital and other healthcare services or benefits;

3. (3) “Licensed healthcare provider” means a:

   1. (A) Person licensed in a healthcare field who conducts medical-legal examinations; or
   2. (B) A medical facility that is currently licensed by the Department of Health and provides emergency services;
4. (4) “Medical-legal examination” means health care delivered to a possible victim of a sexual assault, with an emphasis on the gathering and preserving of evidence for the purpose of serving criminal justice;
5. (5) “Sexual assault” means an offense described in Arkansas Code § 5-14-101 et seq., or § 5-26-202; and
6. (6) “Victim” means any person who has been a victim of any alleged sexual assault or incest as defined by Arkansas Code § 5-14-101 et seq., and § 5-26-202.
