1. (a)

   1. (1) In order to facilitate the growth of Keep America Beautiful Affiliates in Arkansas, we propose to offer grants to community groups that:

      1. (A) Successfully complete certification; and
      2. (B) Are accepted for membership in KAB.
   2. (2) A matching grant may be applied for at the time of precertification training by KAB but will only be approved for payment after notification by KAB of approved affiliate status.
   3. (3) The matching grant will reimburse the submitting organization on the basis of one dollar ($1.00) to each two dollars ($2.00) expended in securing certification up to a maximum of one thousand dollars ($1,000), funds permitting.
   4. (4) Cash expenditures, value of donated materials, in-kind services, and volunteers’ time may be used to determine the total expenses involved for completing the certification process and qualify for matching grant funds.
2. (b) Recommended fund allocation: four thousand dollars ($4,000) per year.
