(a) The Arkansas Natural and Cultural Resources Council will fund projects that conform to the purposes defined in the:

1. (1) Legislation;
2. (2) Bylaws of the Arkansas Natural and Cultural Resources Council, 15 CAR pt. 310; and
3. (3) Grant application procedures.

(b) The council will not fund:

1. (1) Contributions or donations to other organizations or individuals;
2. (2) Entertainment expenses, including refreshments, flowers, reception costs, etc.;
3. (3) Lobbying expenses;
4. (4) Regular, full-time administrative staff for a project; or
5. (5) Standard, ongoing, operating expenses for a project.
