(a) The officers shall:
- (1) Have general supervision of the affairs of the Arkansas Natural and Cultural Resources Council between its regular meetings;
- (2) Fix the hour, place, and agendas of meetings;
- (3) Make recommendations to the council; and
- (4) Approve emergency grants.
- (b) The officers shall be subject to the orders of the council, and none of their acts shall conflict with action taken by the council.
