Before any well or any producing horizon encountered therein shall be abandoned, the owner or operator shall use such means, methods, and procedures as may be necessary to:

1. (1) Prevent water from entering any oil or gas-bearing formations; and

2. (2) Protect any underground or surface water that is suitable for domestic or irrigation purposes from:

   1. (A) Waste;
   2. (B) Downward drainage;
   3. (C) Harmful infiltration; and
   4. (D) The addition of deleterious substances.
