(a) The Arkansas Economic Development Commission and the Arkansas Department of Commerce Broadband Office (ARConnect) issue this part to implement the Broadband, Equity, Access, and Deployment (BEAD) Program.
(b) The BEAD program allocates state grants for the:
(1) Construction of broadband networks;
(2) Establishment of affordable high-speed internet access; and
(3) Creation of training programs to equip users with digital skills.
(c) This part details the process for challenging the Broadband Funding Map published by the Federal Communications Commission identifying locations that are eligible for BEAD funding.
