(a) The Arkansas Economic Development Commission shall:

1. (1) Review each application submitted under the provisions of Arkansas Code § 15-4-3405; and

2. (2) Certify that the:

   1. (A) Applicant satisfies the general qualification requirements in Arkansas Code § 15-4-3404; and
   2. (B) Application submitted under the Regional Economic Development Partnership Act, Arkansas Code § 15-4-3401 et seq., includes the information required.
