- (a) To encourage growth in Arkansas’s tourism industry, Acts 1997, No. 291, was passed by the 81st General Assembly in 1997 and amended in 1999, 2001, 2005, 2007, 2009, and 2023.
(b)
- (1) The legislation’s purpose is to stimulate expansion of Arkansas’s tourism and recreational industries by offering economic incentives to qualified private development projects in the form of sales and income tax credits.

- (A) Since the intent, in part, is to generate additional tourist traffic to Arkansas, each proposed project must:
(i) Develop a marketing plan that targets twenty-five percent (25%) of its visitors from out of state;
(ii) Meet other requirements; and
- (iii) Submit a completed application prior to incurring any project costs.
