1. (1) The market study should define and justify the absorption period for the development.
2. (2) The absorption period is considered to start as soon as the first units are released for occupancy.

(c) The absorption period determination should consider, but is not limited to, such factors as:

1. (1) The overall estimate of new household growth;
2. (2) The available supply of comparable units;
3. (3) Observed trends in the absorption of comparable units; and
4. (4) The availability of rent subsidies.
