1. (a) The Arkansas Development Finance Authority will administer the national Housing Trust Fund program to provide funds to develop new construction of decent, safe, and sanitary rental housing, primarily targeting a specific underserved group: the ELI veteran population in Arkansas.

2. (b) Preference will be given to ELI veterans:

   1. (1) With special needs;
   2. (2) Who are homeless or may become homeless;
   3. (3) With mental health issues; and/or
   4. (4) Who are leaving correctional facilities.
3. (c) Preference will also be given to surviving spouses of deceased veterans.
