(b) It shall be a violation of Arkansas Code § 15-20-901 et seq., and this part for any person to:

1. (1) Provide misleading, false, or fraudulent registration information; or
2. (2) Fail to register annually or promptly provide any record or allow the Department of Agriculture access to inspect any records required to be kept by this part.
