(a)
- (1) The borrower shall obtain authorization from the Arkansas Natural Resources Commission staff before advertising for bids on the project.
- (2) All addenda to correct errors, to clarify information in the bidding documents, or to incorporate the current wage rate determination shall be approved by the commission staff.
- (3) The text of the construction contract shall not vary from the text of the contract documents approved by the commission staff.
- (b) The borrower shall be responsible for ensuring that every appropriate procedure and incidental legal requirement is observed in advertising for bids and awarding construction contracts.
- (c) The borrower shall comply with the procurement requirements of 15 CAR § 26-211.
