For the purposes of this part, there will be three (3) types of revisions:

1. (1)

   1. (A) Major revisions.
   2. (B) According to the Act, the Arkansas Natural Resources Commission shall hold public hearings to consider adoption and approval of the priority list, this part, and amendments thereto when required;

2. (2)

   1. (A) Minor revisions.
   2. (B) Revisions to the priority list found nonsignificant and/or minor revisions required for administrative purposes shall be made by approval of the Director of the Arkansas Natural Resources Commission without a public hearing; and

3. (3)

   1. (A) Minor revisions to the interest rate, financing fee, administration fee, and submittal date penalty.
   2. (B) Revisions will need the approval of the director.
   3. (C) The commission staff will publish a notice of the change in a paper of statewide circulation.
