Equipment, material, and supplies
Arkansas Code § 15-20-206; Arkansas Code § 15-5-902
(a) Eligible costs of equipment, material, and supplies include:
- (1) The cost of a reasonable inventory of laboratory chemicals and supplies necessary to initiate plant operations and laboratory items necessary to conduct tests required for plant operation;
- (2) The costs for purchase and/or transportation of biological seeding materials required for expeditiously initiating the treatment process operation;
- (3) Cost of shop equipment installed at the wastewater facilities and special tools and equipment necessary to the operation of the works;
- (4) The costs of necessary safety equipment, provided the equipment meets applicable federal, state, local, or industry safety requirements;
(5)
- (A) If approved by the Arkansas Natural Resources Commission staff, the costs of collection system maintenance and repair equipment, including sewer cleaning machines and equipment for the reduction and elimination of infiltration and inflow into the sewer system.
- (B) The borrower must show the need and cost-effectiveness of the purchase, and there shall be no apparent potential for the abuse of CWRLF-funded equipment in non-sewer system uses;
(6)
- (A) The cost of mobile equipment necessary for the:
(i) Operation of the wastewater treatment facility;
(ii) Transmission of wastewater or sludge; or
- (iii) Maintenance of equipment.
(B) These items include, but are not limited to:
- (i) Portable stand-by generators;
- (ii) Large portable emergency pumps to provide "pump-around" capability in case of pump station failure or pipeline breaks; and
- (iii) Sludge or septic tanks, trailers, and other vehicles having as their sole purpose the transportation of liquid or dewatered wastes from the collector point (including individual or on-site systems) to the treatment facility or disposal site;
- (7) Replacement parts identified and approved in advance by the commission staff as necessary to ensure uninterrupted operation of the facility;
- (8) Moderately priced office furnishings for use by plant personnel at the treatment facility where there is a demonstrated need for such furnishings; and
- (9) Computer equipment used exclusively by the wastewater utility.
(b) Ineligible costs of equipment, materials, and supplies include:
- (1) The costs of equipment or material obtained that violated the procurement requirements of 15 CAR § 26-211;
- (2) The cost of vehicles for the transportation of the borrower's employees;
- (3) Items of routine "programmed" maintenance such as ordinary piping, air filters, couplings, hose, bolts, etc., and the cost of ordinary site and building maintenance equipment; and
(4) Items for routine site maintenance, such as:
- (A) Lawn mowers;
- (B) Trimmers;
- (C) Rakes;
- (D) Shovels; and
- (E) Ordinary tools.
