(a)

1. (1) This cost information applies to loan assistance awarded from the CWRLF program.
2. (2) Project cost determinations are not limited to the items listed in this subpart.
3. (3) Additional cost determinations based on applicable law and regulations will be made on a project-by-project basis by the Arkansas Natural Resources Commission staff.

(b) Cost as applied to wastewater treatment is:

1. (1) The cost of acquisition and construction;
2. (2) The cost of all land, rights-of-way, property rights, easements, franchise rights, and interests required by the commission staff for such acquisition and construction;

3. (3) The cost of all:

   1. (A) Machinery;
   2. (B) Furnishings; and
   3. (C) Equipment;
4. (4) All financing fees and interest before and during construction;
5. (5) The cost of all engineering services and all expenses of research and development with respect to wastewater treatment facilities;
6. (6) The cost of all legal services and expenses;

7. (7) The cost of all:

   1. (A) Plans;
   2. (B) Specifications;
   3. (C) Surveys; and
   4. (D) Estimates of cost and revenues;
8. (8) All expenses necessary or incident to learning the feasibility or practicability of acquisition or construction of any such project;
9. (9) All administrative expenses and other expenses as may be necessary or incident to the acquisition or construction; and
10. (10) The financing or the placing of any such project in operation.
