As a minimum, the design must address the following:
- (1) Slope stability under all probable loading conditions;
- (2) Stability against sliding and overturning;
- (3) Adequacy of foundation for imposed loads;
- (4) Adequacy of energy dissipating devices at discharge points;
- (5) Adequacy of channels and conduits for expected flows;
- (6) Protection of embankments and other earth slopes from erosion; and

- (A) Stability against seismic forces for all “High or Significant Hazard” dams in Seismic Zones 2 and 3.
