The Director of the Arkansas Natural Resources Commission shall not approve any application unless he or she determines that the project:
- (1) Complies with and implements the goals and objectives of the Arkansas Water Plan; and
- (2) Adequately coordinates the use of water resources within the region in which the project is located and within the state as a whole.
