The Director of the Arkansas Natural Resources Commission or his or her designee shall:
- (1) Preside at hearings on applications; and
- (2) Have the powers granted presiding officers by the Arkansas Administrative Procedure Act, Arkansas Code § 25-15-201 et seq.
