Notice of the hearing on the application shall state:

1. (1) Time and place of the hearing;
2. (2) Name of hearing officer;
3. (3) Nature of the hearing;
4. (4) Matters to be considered at the hearing;
5. (5) The Arkansas Natural Resources Commission staff’s preliminary recommendation;
6. (6) Matters of fact and law asserted;
7. (7) Legal authority under which the hearing will be held; and

8. (8) A statement that all interested persons will be given an opportunity to:

   1. (A) Respond to the application or to the commission staff’s recommendation; and
   2. (B) Appear at the hearing in person or by counsel and present evidence and oral and written argument.
