(a) The Director of the Arkansas Natural Resources Commission shall:

1. (1) Give the applicant and any other party who has requested notice ten (10) days’ notice of the hearing on the application; and
2. (2) Publish notice of the hearing in a newspaper as required by Arkansas Code § 15-22-206.
