The following withdrawals are exempt from the requirement of reporting:

1. (1) Water withdrawn from individual household wells used exclusively for domestic use; and
2. (2) Water withdrawn from wells having a maximum potential flow rate of less than fifty thousand gallons per day (50,000 gpd).
