Report and recommendation

- (a) The Arkansas Natural Resources Commission shall submit its report and recommendations to the next regular session of the General Assembly.
(b) If the commission recommends the interstate transfer of water, it shall recommend:
- (1) The price to be paid to the State of Arkansas for all water transferred; and
- (2) How allocation procedures will apply during times of water shortage.
- (c) If approved by the General Assembly, a compact should be negotiated with the state of intended use and any other state through which the water would be transported.
